LEADERSHIP PROGRAM
El
Pueblo’s No Fumo Youth Leadership Program takes a strengths-based
"holistic" approach to tobacco use prevention, helping
youth develop leadership and community organizing skills that
they can apply to any issue that they find important.
No
Fumo works with NC Latino youth groups across the state to raise
awareness about the dangers of tobacco use. The goals of the project
are to prevent initiation and promote cessation of tobacco use
among youth, promote smoke-free environments, and help eliminate
health disparities among Latinos related to tobacco use.
The No Fumo Youth Leadership Program values Popular Education
and Youth Leadership Development. We utilize an empowerment model
that seeks to provide youth with the skills, critical awareness
and opportunities necessary to produce positive change in their
communities. The program has an intentional emphasis on the development
of youth leaders to increase program and effect sustainability.
The
No Fumo Youth Leadership Program has a statewide reach. The program
has created partnerships with groups from Wilmington to Charlotte,
reaching both rural and urban areas. The program has reached over
60 youth groups through partnerships with AIM Clubs, Churches,
Latino Community Centers, Middle and High Schools, and other after
school programs. The media and materials created by the program
are also distributed statewide. The effects of the program have
a statewide reach in that the program is working to change social
norms, specifically how tobacco use is perceived by Latino youth.

FUMO LEADERSHIP PROGRAM FOR 2006-2007
No
Fumo Youth Leadership Teams (YLT)
There
will be 4 Youth Leadership Teams in 2006-2007. The teams will
contain 6-10 youth. Youth Leadership Teams receive the entire
Tobacco Prevention Introductory Training and selected components
of the Leadership Tobacco Policy and Advanced Training to prepare
them to achieve policy change. YLT will support the No Fumo Program
staff in providing the No Fumo Trainings.

• This training serves as an introduction to teen tobacco
prevention and control for the general Latino youth population.
It is geared towards Spanish and/or English speaking 13-19
year old Latino youth. |
• This training also serves as an introduction to the
“Leadership and Tobacco Policy Advanced Training”
for the No Fumo Youth Leadership Teams members. |
Leadership and Tobacco Policy Advanced Training
This
training is offered only to the No Fumo Youth Leadership Teams
(YLT). The training prepares them to effectively produce policy
changes that increase the number of smoke free policies adopted
as well as organizations institutionalizing best practices for
cessation.
All
of the training modules are taught in the context of teen tobacco
use and cessation. This new training format uses the No Fumo Experiential
Methodology to allow youth to gain the confidence to transfer
skills learned during the training into the implementation of
activities in the following Focus Areas: Secondhand Smoke, Cessation,
Merchant Education, and Tobacco Free Schools.
Training
Modules include the following topics:
Youth
Advisory Committee
The
Youth Advisory Committee consists of 15 youth from across the
state. The youth undergo a competitive application process. Youth
are members until they complete high school, after which they
may serve as volunteers in the youth program. The committee is
involved with the planning, implementation and evaluation processes
for various No Fumo Youth Leadership Program events such as: Youth
Forum, Smoke Free Campaigns and La Fiesta del Pueblo.

Youth
Advocacy
The
Youth program, through the implementation of its goals, inherently
advocates for Latino youth:
-
Youth
Empowerment: The program advocates for the Latino community
by training a new generation of Latino youth leaders through
mentoring, skill building exercises, critical awareness enhancement
and development opportunities.

Health: The program focuses on health advocacy
by providing tobacco prevention education and leadership skills
development for Latino youth in North Carolina. The program
seeks to change policies that will affect the entire Latino
community by eliminating the health disparities caused by tobacco
use.

Liaison:
The program acts as a liaison between Latino youth
and the tobacco prevention movement as well as the educational,
government and healthcare systems.

Technical
Assistance:
The program has worked alongside numerous local adult leaders
to effectively implement the No Fumo Curriculum. The program
has developed materials and worked in conjunction with statewide
advocates to provide resource and referral as well as direct
services to local youth.

Capacity
Building: The Program offers trainings to statewide
leaders, such as: “Latino 101,” “5-A Health
Trainings” and “Strategies to work with Latino Youth”.

Direct
Advocacy:
The program advocates on behalf of Latino youth, by speaking
on behalf of issues that affect our constituency, at local prevention,
education and other youth related conferences, committees, coalitions
and boards.
Annual Activities
Youth
Forum
The Youth
Foro brings together Latino youth and youth leaders from across
the state of North Carolina. Participants have the chance to network
with other Latino youth from all areas of the state, share their
personal experiences, develop leadership and teamwork skills,
explore ideas for community involvement and empowerment, and discuss
issues that face the Latino community of North Carolina.
Youth Forum
focuses on topics such as: Tobacco Use Prevention, Gang Prevention,
Youth Organizing, Sexual Health Awareness, Power Analysis, and
Financial Literacy.

National Advocacy Day, Washington,
DC 2006

El
Pueblo had the opportunity to organize 30 Latino Adult and Youth
Leaders to participate in a trip to Washington, DC. The delegation
from North Carolina participated in the third annual National
Advocacy Day, sponsored by the National Council of La Raza
(NCLR), a nationally-based Latino civil rights organization. NCLR
is a supporter of Tobacco Prevention work and has taken a stance
to not accept tobacco industry donations or sponsorship for its
programs.
The No Fumo Youth Leadership Project had an opportunity to meet
with NCLR staff working with Latino youth on a national level.
The trip was a wonderful learning opportunity for NC Latino youth
to learn about the U.S. political system. During the legislative
visits, youth were also able to gain first-hand knowledge of how
government functions and the impact constituents have on the law
making process. The youth delegation was given an opportunity
to share with their legislator about their work with the No Fumo
Youth Leadership Program.

La Fiesta de El Pueblo, Raleigh NC, 2005

The 2005 Fiesta Youth Booth had a theme of Smoke Free Communities:
Smoke Free Dining, Smoke Free Playing, and Smoke Free Living.
There were four learning areas in the booth: Yucky – with
tar jars, phlegm jars, lungs and the yucky mouth; Chemicals –
with a display of bilingual cards and chemicals; TRU/No Fumo -
with stickers, buttons, and TRU and No Fumo Brochures; and Wheel
of Fortune Trivia Table with T-shirts, bam sticks and buttout
hats as prizes. There were 60 youth and adults volunteers. We
collected over 300 restaurant opinion surveys and reached between
1500 - 2000 people - with the No Fumo message.

we are in the planning phase for Fiesta 2006. Please contact us
if you are interested in participating in the planning committee
or as a Fiesta volunteer for youth program related activities.
